Professor Gabriel Chin talked about whether the initial intent of the 1965 Immigration Act was to diversify America, or if it was an unintended consequence. Professor Chin argued that despite much racial tension in 1965, lawmakers at the time knew a much more diverse America was inevitable.

The lecture was part of a two-day symposium hosted by the U.S. Capitol Historical Society titled “Congress and a Nation of Immigrants, 1790-1990: From the First Naturalization Act to the Simpson-Mazzoli Act.” This was held in the Russell Senate Office Building. close
