Professor Mariela Olivares talked about the effects of the Immigration Reform and Control Act of 1986 on Latinos, specifically from Mexico, Guatemala, El Salvador, and Honduras. She argued that this reform supported cheap labor services, primarily benefited men, and indirectly caused a rise in illegal immigration.
