On October 29, 1975, National Security Agency (NSA) director Lieutenant General Lew Allen testified for the first time in public before the Senate Select Committee to Study Governmental Operations with Respect to Intelligence Activities, commonly known as the Church Committee. He answered questions about intercepts of international communications of American citizens on “watch lists,” and others suspected of drug trafficking. This was the first time many Americans learned of the existence of the NSA, and several Senators objected to holding this hearing in public.

Context was provided by interviews with former committee staffers Frederick Schwarz and Elliot Maxwell. close
