As Representative Sean Patrick Maloney’s (D-NY) amendment to the Military Construction and Veterans Affairs and Related Agencies Appropriations Act to reverse anti-LGBT language looked like it was going to be passed, people on the floor started to cheer audibly. However, the chair held the vote open and members began switching their votes from “Yea” to “Nay.” As votes for passage began to decrease, Democratic members voiced their disapproval. After the vote closed with the defeat of the amendment, Minority Whip Steny Hoyer (D-MD) called for a parliamentary inquiry because the votes were not switched publicly at the desk. The chair called for engrossment and a second reading, which passed and was followed by final passage of the spending bill. close
