Secretary Ashton Carter delivered the commencement address to the 2016 graduating class of the U.S. Naval Academy at the Navy-Marine Corps Memorial Stadium in Annapolis, Maryland. He said that the five major challenges

they would be facing were Russian aggression, changes in Asia-Pacific, North Korea, Iranian aggression in the Gulf, and Islamic terrorists. He spoke about the importance of the Asia-Pacific region, and the threats to prosperity and security in the region posed by China’s expansion in the South China Sea, as well as its violations in cyberspace and the global economy which he said could erect a “Great Wall of self-isolation.” He honored the graduates for meeting the nation’s call to uphold and defend the principles that bind the U.S. and its allies together. close
