A three-judge panel on the Fourth Circuit Court of Appeals in Richmond, Virginia, heard a case challenging North Carolina’s voting restrictions as discriminatory. The law requires voters to produce a government-issued identification, eliminates same-day voter registration, cuts a week of early voting, and prohibits out-of-precinct votes from being counted.

North Carolina’s legislature passed the new voting rules in 2013, weeks after a Supreme Court ruling threw out a portion of the Voting Rights Act requiring that states with a history of discrimination receive pre-approval before changing election laws. close
