C-SPAN looked back on the Personal Responsibility and Work Opportunity Reconciliation Act of 1996 (PRWORA), which President Bill Clinton signed into law on August 22, 1996. The legislation, also known as the welfare bill, changed existing assistance programs by creating work requirements, enacting time limits on cash benefits, and giving states more control over welfare dollars.
