The Cato Institute hosted an event marking the the 20th anniversary of the Personal Responsibility and Work Opportunity Reconciliation Act of 1996 (PRWORA), also known as the welfare reform. law. PRWORA consolidated many federal welfare efforts and created the Temporary Assistance for Needy Families program. Participants in this panel discussion talked about many criticisms of the law, including its increased focus on in-kind benefits as opposed to cash, which some said restricted economic freedom for poor families. close
