Public policy researchers and analysts talked about the 20th anniversary of the Personal Responsibility and Work Opportunity Reconciliation Act of 1996 (PRWORA), also known as the welfare reform law. PRWORA consolidated many federal welfare efforts and created the Temporary Assistance for Needy Families program.
