House Speaker Paul Ryan (R-WI) spoke about the 20th anniversary of President Bill Clinton signing into law the Personal Responsibility and Work Opportunity Reconciliation Act of 1996 (PRWORA), also sometimes referred to as the Welfare Reform Law. Speaker Ryan criticized the current welfare system, saying, “It’s basically a work-replacement system....that discourages work...so people stay stuck in poverty.” close
