Rules Changes for 115th Congress Members of Congress testified at a House Rules Subcommittee hearing on a number of proposed rules changes for members serving in the 115th Congress, which would convene in January 2017. The proposals were wide ranging, and included one that would have allowed delegates for Guam, the District of Columbia, and other non-state territories to vote on the House floor, though in cases of a tie, their votes would not count. Another would have allowed moments of silence in response to gun violence only if members were to accompany such a silence with substantive debate on ways to curb gun violence. Yet another would have exempted waterways projects under control of the U.S. Army Corps of Engineers from the earmarking ban in place since 2010. close
