Bryan Pagliano, former senior adviser to Secretary Clinton for Information Resource Management, informed the committee ahead of time he would not be testifying. The committee chair, Representative Jason Chaffetz (R-UT), then adjourned the hearing and called the committee to order for a business meeting, during which members debated recommending a resolution to the full House of Representatives that would hold Mr. Pagliano in contempt of Congress for refusing to testify before the oversight panel. The recommendation passed on a 19-15 party- line vote.
