Secretary of State John Kerry and Defense Secretary Ashton Carter and their South Korean counterparts spoke to reporters before their private ministerial meetings at the State Department on the U.S.-South Korean alliance and the threat posed by North Korea in the wake of its September 9, 2016, nuclear test. Secretary Carter stated “any attack on America or our allies will not only be defeated, but also any use of nuclear weapons will be met with an overwhelming and effective response.” In addition, Secretary Kerry said the U.S. would deploy as rapidly as possible a Terminal High Altitude Area Defense (THAAD) missile defense system in order to protect South Korea and U.S. forces based in the region.
