In 2017, Vice President Joe Biden presided over the ceremonial swearing-in photo opportunity in the Old Senate Chamber of the U.S. Capitol for newly elected and re-elected senators of the 115th Congress. Among those newly elected arrivals was Senator Kamala Harris (D-CA), more than three years before Mr. Biden would choose her to be his running mate in the 2020 presidential election.
