Former federal officials testified on on the merits of civilian control of the U.S. military. The Senate Armed Services Committee held the hearing as Congress prepared to consider a waiver to allow retired Marine General James Mattis' to serve as secretary of defense in the Trump administration. Federal law requires that the secretary of defense be a civilian and at that least seven years between the end of one’s military service and eligibility to serve as a political appointee. close
