The Senate resumed debate on the fiscal year 2017 budget resolution, which includes instructions to committees to write legislation to repeal the Affordable Care Act. The bill passed 51-48. All Democrats voted against the measure, and one Republican, Senator Rand Paul (KY), voted with the Democrats. Democrats voted from their seats and attempted to make statements explaining their votes. The presiding officer advised each senator that statements were not allowed during votes. close
