Democratic members boycotted the meeting for the second day, so the rule requiring both parties to be present during the vote was suspended. Committee Chair Orrin Hatch (R-UT) said he consulted with the parliamentarian on the proper procedure to move forward with the vote after Democrats on the committee boycotted an earlier scheduled vote. All Republican members were present and voted to move the two nominations to the Senate floor for consideration. After the meeting, Chair Hatch responded to some questions from the press.
