Senator Steve Daines (R-MT), as chair of the Senate, warned Senator Elizabeth Warren (D-MA) that she was violating Rule XIX of the Senate by impugning Senator Jeff Sessions (R-AL) in a speech she was giving in opposition to his nomination to be attorney general. About 20 minutes later Majority Leader Mitch McConnell (R-KY) came to the floor to interrupt Senator Warren again, saying she had violated Rule XIX.
