Senator Elizabeth Warren (D-MA) gave a speech in opposition to the nomination of Senator Jeff Sessions (R-AL) to be attorney general. About 23 minutes into her remarks she was warned by the chair, Senator Steve Daines (R-MT), that she was violating Rule XIX of the Senate by impugning Senator Sessions. After discussion she was allowed to continue. About 20 minutes later Majority Leader McConnell (R-KY) came to the floor to interrupt Senator Warren again, saying she had violated Rule XIX. At that time she was not allowed to continue and she appealed the ruling of the chair, leading to a vote. close
