He announced the military had launched an investigation to determine if the U.S. was responsible for recent civilian casualties in Mosul, Iraq, and said the military had not relaxed the rules of engagement. In addition, General Votel agreed with the assessment previously made by Lieutenant General Stephen Townsend, the senior U.S. commander in Iraq, that U.S.-led airstrikes “probably had a role” in civilian casualties in Mosul. General Votel also addressed the various security challenges in the Middle East, saying Iran poses the greatest long term threat to stability in the region.
