Witnesses testified on duplication, waste, and fraud in areas of the federal government, including improper refundable tax credits by the IRS. Witnesses included the comptroller general of the General Accountability Office (GAO) and the treasury inspector general for Tax Administration. They spoke about their recommendations to achieve savings. The chancellor of the University of Wisconsin at Madison also talked about the regulatory requirements of the federal government and its impact on research activities. close
