Homeland Security Secretary John Kelly testified at a hearing on President Trump’s proposed fiscal year 2018 budget. He defended the president’s proposed budget cuts for his department and told members that state and local governments were more prepared to deal with national security issues since the terrorist attacks of September 11, 2001. He said they have the personnel in place to deal with a potential crisis without federal counterterrorism funding. close
