Former George W. Bush and Obama administration officials testified at a hearing on the legal issues of congressional Authorizations for Use of Military Force (AUMF) overseas. The witnesses explained the policies and legal reasoning behind the application of the 2001 AUMF, which Congress passed after the September 11, 2001, terror attacks, and detailed their reasoning for what they say is the need for a new AUMF to more specifically guide military actions against global threats and groups that did not exist in 2001. close
