The Senate Health, Education, Labor and Pensions Committee heard from health insurance experts on their recommendations to stabilize the individual health insurance markets and lower premiums. Witnesses included former Health and Human Services Secretary Michael Leavitt, Kaiser Permanente CEO Bernard Tyson and Allison O’Toole, CEO of Minnesota’s state-based exchange known as MNsure. They discussed the future of “cost-sharing reduction” payments to insurers in the federal health law, state reinsurance programs and waivers to allow states to pursue innovative strategies for offering health care.
