Acting Homeland Security Secretary Elaine Duke and White House Homeland Security Adviser Tom Bossert provided an update at the White House on the hurricane relief efforts in Puerto Rico. Acting Secretary Duke said she signed a waiver for the Jones Act earlier in the day, which would allow foreign ships to carry supplies to ports in Puerto Rico. Mr. Bossert said that FEMA, the Army Corps of Engineers, and federal troops were working in concert with local officials to clear debris to make the island more accessible for relief efforts. They said that access to 90 percent of the island was currently limited. The officials stressed that the priority was to get the island’s hospitals operational, followed by reopening gas stations and fixing broken telecommunication lines. close
