This portion featured a panel discussion on a comprehensive review the Navy conducted on the recent series of Seventh Fleet collisions at sea. Vice Chief of Naval Operations Admiral William Moran concluded the forum and said the lack of consistent funding was the greatest challenge facing the Navy. close
