Election Tiebreaker for Virginia House Seat The Virginia Board of Elections held a random drawing to determine the winner of the House of Delegates' 94th District seat. Following a recount and court rulings, the election ended in a tie between Republican incumbent David Yancey and Democratic challenger Shelly Simonds. Virginia Board of Elections Chair James Alcorn explained the procedures used for choosing the winner, which were based on a 1705 law, and drew David Yancey’s name. With Mr. Yancey’s victory, Republicans retained control of the House by a 51-49 margin. close
