Wisconsin Governor Scott Walker (R) delivered his eighth State of the State address. He introduced a new $100 per-child tax credit, estimated to cost about $122 million a year, which he said would be paid for through the state’s projected budget surplus. He also called for more funding for rural schools and small businesses, changes to the state’s welfare system, increased funding for kindergarten through twelfth grade education, and health care coverage for those with pre-existing conditions. Governor Walker spoke before a joint session of the Wisconsin State Legislature at the capitol in Madison. close
