Countering Weapons of Mass Destruction Defense Department officials testified before a Senate Armed Services subcommittee on their strategy to counter threats posed by weapons of mass destruction (WMD). Kenneth Rapuano, the assistant defense secretary for homeland defense and global security, said the evolving capabilities of North Korea and Iran give cause for great concern. Lieutenant General Joseph Osterman, the deputy commander of U.S. Special Operations Command, also provided testimony and acknowledged that ISIS is still considered a WMD threat. close
