Senator Gramm, member of the Senate Appropriations Committee, predicted a Republican victory in the 1994 and 1996 elections in a speech to the annual convention of the Young Republicans. In his remarks, Senator Gramm criticized the president for failing to “level” with the American people concerning his budget plan, and called for a Republican majority in the House and Senate with a Republican president in 1996.
