Admiral Michael Roger is director of the National Security Agency and the head of U.S. Cyber Command, which runs the military’s computer network defenses. He testified before the Senate Armed Services Committee on Russian interference in U.S. elections and coordination between federal agencies on cybersecurity. He told lawmakers he had not received specific direction from the Trump administration to take additional steps to respond to Russian interference in U.S. elections. Admiral Rogers acknowledged current U.S. response to Russia had been insufficient, saying “They haven’t paid a price, at least, that’s sufficient to get them to change their behavior.” close
