Federal and state officials testified at a hearing on lessons learned from 2017 disasters resulting from Hurricanes Harvey, Irma, and Maria in Texas, Florida, Puerto Rico, and the U.S. Virgin Islands. FEMA Administrator Brock Long, discussed areas for change that include the reduction of regulations and excessive bureaucracy at all levels of government, and said his agency should become more of what he called “a block-granting agency” to fund disaster response. Members also heard from state emergency management officials from Texas and Florida, as well as a government official from Puerto Rico who discussed the response and recovery efforts following Hurricanes Harvey, Irma, and Maria. close
