Veterans Affairs Budget Veterans Affairs Secretary Dr. David Shulkin testified before a House Appropriations subcommittee on the president’s 2019 budget request for his department. He said veterans' suicide prevention is his top priority, noting that the budget includes $8.6 billion for mental health. Other topics addressed included veterans' health care choice, VA infrastructure modernization, and the opioid crisis.
