The Ninth Circuit U.S. Court of Appeals heard oral argument for City and County of San Francisco v. Trump, a case concerning the president’s executive order to deny federal funding to so-called “sanctuary cities,” or cities that do not cooperate with immigration officials. The federal government was appealing a November 2017 district court ruling that blocked the executive order. The three-judge panel consisted of Chief Judge Sidney Thomas, Senior Judge Ferdinand Fernandez, and Judge Ronald Gould. A major topic that came up during the federal government’s argument was how the court should interpret the president’s public comments regarding defunding these cities. close
