A House Oversight and Government Reform subcommittee considered possible reforms to how federal labor union employees report on the amount of time they are allowed under the law to spend “official time” engaged in union activities. Policy analysts and a former union negotiator who worked on behalf of federal agencies testified about what they thought were the burdens and benefits of “official time” toward government efficiency, workforce advocacy and the most prudent use of taxpayer dollars. All of the witnesses acknowledged inaccuracies in the way the Office of Personnel Management gathered and reported on “official time,” and expressed their support for improving that process. close
