Albert Shanker spoke to an audience of teachers attending the QUEST conference of the American Federation of Teachers in Washington, DC. In his remarks, he addressed the problems teachers face in attempting to set standards for their students, including problems of infrastructure, student populations and turnover, family problems, school violence, and limited school funding. He also compared standards set for students in other countries with students in the United States. Following his prepared remarks, Mr. Shanker responded to questions from members of the audience. close
