Bush administration. Among those on the panel were U.S. Global AIDS Coordinator Deborah Birx, former Senate Democratic leader Tom Daschle, Representative Barbara Lee (D-CA), National Institute of Allergy and Infectious Diseases Director Dr. Anthony Fauci, and Joshua Bolten, the former White House chief of staff under President George W.
