Acting EPA Administrator Andrew Wheeler testified on his agency’s priorities, his first congressional appearance since taking over following Scott Pruitt’s resignation on July 6, 2018. Mr. Wheeler was pressed by committee members on the EPA’s small refinery “hardship” exemptions. He said the agency was trying to provide more transparency around the decision to grant waivers. In addition, Mr. Wheeler said the administration’s goal was to have a “50-state solution” for new auto emission standards without “preempting” California’s authority to set its own standards. Other topics included toxic chemical regulations, the Renewable Fuel Standard (RFS) program, and the ethanol fuel and coal industries. close
