Former Senator Jon Kyl (R-AZ) was sworn in to replace the late Senator John McCain, who died on August 25. Senators confirmed Elad Roisman to serve on the Securities and Exchange Commission (SEC).

Minority Leader Chuck Schumer (D-NY) invoked the “two hour” rule that would prevent committees from conducting business for more than two hours after the Senate convenes, meaning the Judiciary Committee confirmation hearing for Supreme Court nominee Brett Kavanaugh could not meet past 2 p.m. EDT that day. Senator Schumer did so in protest over limited access to Judge Kavanuagh’s documents. Majority Leader Mitch McConnell (R-KY) asked for unanimous consent to waive the rule, to which Senator Schumer objected. In order to allow the hearing to proceed, Senator McConnell adjourned the Senate until noon the following day. close
