Mr. Saul, a former chair of the Federal Retirement Thrift Investment Board during the George W. Bush and Obama administrations, answered questions about a number of operational challenges facing the SSA and the approaches he plans to take in solving some of the agency’s ongoing problems, including backlogs at many of its field offices.
