Richard Moss talked about how presidents have used covert means to conduct sensitive diplomacy. Mr. Moss is the author of Nixon’s Back Channel to Moscow: Confidential Diplomacy and Détente. He explained diplomatic efforts by Presidents Kennedy, Johnson and Nixon -- as well as a Soviet overture of help to 1968 Democratic presidential candidate Hubert Humphrey, which he declined. The Gerald R. Ford Presidential Library hosted this event. close
