Lawmakers on a House Oversight and Government Reform subcommittee heard testimony on “back door” spending by federal agencies. Representatives from the Government Accountability Office talked about their research into mandatory spending practices at Executive Branch agencies and about the ways Congress could change appropriations and oversight laws to more tightly control spending in many of these areas. One Democrat, Representative Matt Cartwright of Pennsylvania, questioned use of the wording “back door spending,” saying he did not want to throw into question the importance of mandatory spending programs like Social Security and Medicare. close
