On the 18th day of a government shutdown, the House approved a suspension bill reauthorizing public emergency health programs. Members observed a moment of silence for the victims of the January 8th, 2011, shooting at a Tucson supermarket at which then-Representative Gabrielle Giffords (D-AZ) was holding a constituent event. Six people were killed, and 15 were injured, including the congresswoman, who took part in the moment of silence. Representative Ann Kirkpatrick (D) spoke for the Arizona delegation. close
