Howard Dean, the former Vermont governor and Democratic National Committee chair, was the keynote speaker at an American Bankruptcy Institute event on changes in the health care industry. He talked about his desire to see the fee-for-service health care model replaced with one that paid health systems with flat fees to keep patients healthy. He said the current system incentivizes doctors to provide intervention treatments instead of encouraging patients to engage in care practices that would prevent hospital visits in the first place. close
