Three constitutional law experts and the owner of a home along the U.S.-Mexico border were the witnesses at a House Judiciary subcommittee hearing on the 1976 National Emergencies Act and President Trump’s declaration of a national emergency in order to build a wall along the U.S.-Mexico border. The witnesses answered questions about the 1976 federal law the president used as the basis of his declaration as well as the Judicial Branch’s various interpretations of that law, its previous uses, and about the various potential outcomes of expected legal challenges to the declaration. close
