Former government officials who helped to implement the Refugee Act of 1980 discussed challenges they faced with refugee admissions, the impact of public opinion, and lessons learned in light of the current day refugee concerns. On March 17, 1980, President Jimmy Carter signed the Refugee Act after it was unanimously passed by the U.S. Senate and had bipartisan support in the House. The act raised the annual ceiling for refugees allowed in the United States, established the Office of Refugee Resettlement, and created a process for addressing refugee emergencies. The Jimmy Carter Presidential Library and Museum and the refugee assistance organization HIAS hosted this event. close
