Assistant Secretary of State for Political-Military Affairs R. Clarke Cooper testified before the House Foreign Affairs Committee on the Trump administration’s decision to invoke an emergency arms deal with Saudi Arabia. Several Democrats on the committee, including Chair Eliot Engel (D-NY) accused the administration of creating a “phony” deal that would circumvent congressional authority. Mr. Cooper defended the administration’s position, repeating several times throughout the hearing that proper protocol and transparency had taken place and that the threats to the region warranted the emergency action. close
