The Senate voted on an amendment by Senator Tom Udall (D-NM) to the fiscal year 2020 National Defense Authorization Act (NDAA). The amendment would prohibit funding for military action against Iran without prior congressional approval. The vote failed by a 50-40 margin; 60 votes were needed for approval. Four Republicans voted with all Democrats in favor of the amendment: Senators Susan Collins (ME), Jerry Moran (KS), Mike Lee (UT), and Rand Paul (KY).
The vote on Senator Udall’s amendment was the longest in modern history. The vote began at 5:02 a.m. so as to allow senators leaving for Independence Day recess to catch early-morning flights, and it was held open for 10 hours and eight minutes to allow Democrats returning from Miami from the first 2020 Democratic presidential candidates' debate to vote. close
