Alan Kraut, an American University distinguished professor of history, looked back on the transformation over more than 200 years of U.S. laws and policies designed to manage immigration. With President Trump’s focus on immigration, questions as old as the republic have been resurrected: Who is allowed to cross American borders and under what circumstances?

Professor Kraut is also a non-resident fellow of the Migration Policy Institute in Washington, D.C., and chairs the Statue of Liberty-Ellis Island Foundation history advisory committee. close
