An independent presidential candidate in 1992, Mr. Phillips spoke on an agenda for conservatives in America to an audience of young conservatives attending the National Conservative Student Conference. He criticized the Democratic and Republican parties for creating or acquiescing to the current liberal policies of the U.S. government, and called for a new political party to carry out the conservative policies of the founders of the United States. Following his prepared remarks, Mr. Phillips responded to questions from members of the audience. close
